Pack City Hall to Decriminalize Homelessness

Former Mayor of Atlanta, Kasim Reed, promised to make homelessness, "rare, brief, and non-recurring" and move homeless people out of downtown. He used eminent domain to close the largest shelter in the Southeast, the Metro Atlanta Task Force for the Homeless. What is actually happening now is hundreds of homeless people are sleeping under bridges, in abandoned buildings, and on sidewalks trying to survive a very cold and wet winter.

The City of Atlanta and Partners for HOME are now responsible for sheltering the homeless and are not fulfilling their obligations as partners in the coordination of the Atlanta Continuum of Care program. By failing to open warming centers when the temperature hovers around and dips below freezing, with cold rain and strong winds that endanger the lives of Atlanta’s unsheltered, these partners are violating the criteria of the CoC program they are supposed to be operating under.

The city has refused to open its three warming centers because the temperature “did not reach 32 degrees.” The Old Adamsville Emergency Shelter, which is difficult to get to from downtown, has not been consistently open for the conditions for which it is supposed to be open.

As Atlanta prepares to host this year’s Super Bowl, residents of the city are wary of repeating the past injustices wrought on the homeless during the Olympics Games when they were given one-way tickets out of town or put in jail, so visitors to our city would not see them.

The police and City Hall justify actions such as stealing one's property or arresting one that may be homeless by using city ordinances that are created to target the City's homeless population.

Ord. 106-12: bans "urban camping" and allows APD to deem your belongings "abandoned" and confiscate them

Ord. 106-88- "bans moving "household goods" at night without a permit. This is only used to target the homeless.
